finance it at new 3% fix rate. your old mortgage is still out there
somewhere, maybe it is bundled in a ABS and sold to a foreign investment
bank. BUT you are not paying 5% anymore, you are paying 3%!!! same thing
works for the US government.

只有旧债到期换成新债，利率支出才会慢慢降低。

if a normal US household can take advantage of the changing rate environment
in paying back mortgage loans, US gov can not? US gov certainly can, and
only have more ways.
