could have over him, this Russian term of art is one with which Americans
unfortunately now are obligated to familiarize themselves. There is no set
formula for compromising someone, and its insidious benefit is that there’s
almost never a need to formally acknowledge it. Someone’s small yet deeply
shameful fact, almost innocuous to the world around him, might be
sufficient—if you can find it—to cause him to turn against his country.
What matters isn’t so much the shameful fact itself but how the person
views it—and thus how much power it wields over him. That’s why Trump
raises so many alarms from a counterintelligence perspective. It wasn’t
only the people around him, his campaign, and his administration being
charged and convicted. It wasn’t the many alleged indiscretions or suspect
business dealings themselves; it was that time and again he sought to cover
them up or tamp them down. It wasn’t his multiple alleged affairs; it was
that evidence showed he had dispatched his fixer to buy the silence of the
women involved. It wasn’t that he wanted to build a multimillion-dollar
Trump Tower Moscow; it was that he misled the public about it over and over,
claiming that he had no business deals at the same time that negotiations
over the tower continued. At the time he did so, the Trump camp knew it, the
Russians knew it, but the American people didn’t know it. As these
deceptions piled up, the foundation of Trump’s snowballing campaign success
became irrevocably tethered to his duplicity. Worse, the parties involved—
even at arm’s length, even separated by an ocean—had to understand their
interdependence. They recognized Trump’s need to maintain the facade, and
therefore the coercive power behind the deceit. It was a gift to the
Russians, and Trump kept giving. This is how kompromat works. There’s no
formal agreement—no handshake or document. The compromised liar need not be
told what to do. It all unspools without anyone’s ever having to say a
word. Trump’s apparent lies—public, sustained, refutable, and damaging if
exposed—are an intelligence officer’s dream. For that very reason, they
are also a counterintelligence officer’s nightmare. When FBI headquarters
made the decision to take down the illegals network in July 2010, all that
was yet to come. Trump had just completed filming season 10 of The
Apprentice. Paul Manafort, then a lobbyist fresh off work to successfully
install the pro-Russian Viktor Yanukovych as the Ukrainian president in
February, was busy
