左臂媒体NPR说, 百多年前有个secretary辞职了以后依然被impeach了, 但因为足够多
的senators认为impeachment unconstitutional没有convict成.
"In the end, a majority of senators voted to convict Belknap, but that was
short of the two-thirds necessary. Nearly two dozen senators who voted to
acquit cited their belief that the Senate lacked jurisdiction."
NPR竟然由此推论出这个先例证明这次impeach trump是constitutional的, 果然是循环
