按成本应该是氯喹，
国内连羟氯喹都不建议，因为磷酸氯喹更便宜。
但“医保成本”现在来说是不包括covid疫苗的，
因为它来自中产交的税金。
这样药厂，政府和保险公司各自赚个盆满钵满。
以后打出什么毛病，也是因为你用了试验用药，不cover.

两针的成本。当然，核心是疫苗是中产的税金掏钱，见医生一面需要保险公司掏钱。
