But you need a local X server whatsoever.
I use Exceed.

you should not try to start X server on remote computer,
eXceed is your X server, you should start try to run X client
application on remote.

Open Exceed in passive mode, now you have a local X server.
Then run the windows XV "xv -display localhost:0"

The original question is about XV under windows.
No unix is needed. You can start a local X server using exceed
or equivalence, then in M$ cmd prompt, type xv -display localhost:0

It runs on M$ windows, DEC VMS, etc. as well.
For XV, either XV's authors only know how to program under X,
or they are too lazy to write a windowsGUI version of xv.
I think the xv.exe you downloaded is not John Bradley's xv.
go search "bradley xv.exe windows" and so on, find the
windows version of his xv---somebody compiled his code using
cygwin or something, the compiled result is runnable in windows,
but it cannot talk to windows GUI--it must co
