but without permit or license , you cannot buy insurance
without insurance, DMV refuses to give you plate
without plate, driving this car on road is illegal
so.....
you'd better get your license, at least permit firstly
then find a insurance company who is willing to offer you insurance
then buy car goto DMV to get plate
use the car practice driving then get your license

I shouldn't buy the car and park it at home until I get permit, worring abou
t the former owner will not help me to change the title..
