我在美国从F1转H1B的，从未离开美国。准备返签H1B，
DS160 问：
Have you ever been issued a visa?
我该填我最初的F1 visa? 还是后来的H1B approval 批准通知? H1B批准通知算是Visa
吗？
H1B批准通知有这样一句话：
"This form is not a visa nor may it be used in place of a visa".
这句话是说H1B批准通知不是VISA， 可是还有句华说：
The approval of this visa petition does not in itself grant any immigration
status and does not grantee that the alien beneficiary will subsequently be
found to be elegible for a visa...
我全高糊涂了。
