It should be OK. My father-in-law paid the fee for my wife several times
while my wife is still in US. My father-in-law has a passport.

My fater tried to. But they said he must have original passport of mine to
pay it.
Will it be effective right after I pay it? I mean can I pay it right before
my appointment?
