it really depends on how many applicants are in front of you. It may take 2
to 4 hours. Additional time is needed to handle delivery at the post office
and you may have wait for another half hour there.
My personal experience in Sep 2011: 8:00AM appointment, left the embassy
around 10AM (which I think was much quicker than last year for me). It took
another half hour to get to the post office and get all paperwork done.
