An F-1 student with a Terminated SEVIS record at your school wants to transfer to another school and asks, “What do I need to do?”
The third choice is for the student to get an Initial Form I-20 from the new school. The student must exit the United States and return as an initial entry in a new F-1 nonimmigrant status (initial admission). If the student chooses this option, he or she will need to pay the SEVIS I-901 fee. If the student's visa is valid, he or she does not need a new visa if returning to the United States within 5 months of his or her exit date. If the student has a Terminated record because he or she failed to maintain status or because the student violated any provision of the Immigration and Nationality Act, the student may be denied re-entry to the United States under section 212(a)(6)(G) of the Immigration and Nationality Act.
The first two choices are applying for reinstatement, which is impossible since he is not in the US. So the third one is the only option.

a problem with maintaining F1 status because he was out of the US.

current F1 visa Feb 2011 and entered US with my old school's I-20 in Feb.
Now I've changed school, so I have a new I-20. I am going back to China for
a couple weeks this Dec. I am wondering if anybody can confirm that I can
come back to US this Dec with the same F1 visa (which only expires Feb 2012)
but with an unmatching I-20. The international student adviser in my
current school says it just needs to match for the first entry, not the
following ones, so I don't need to worry about it. But I just wanna double-
check here. Many thanks! p.s. I've never been out of US this year and there
is no gap between the two I-20 (I graduated from the old school and SEVIS
got transferred to the new school and I started at the new school

by this is that I tried to figure this out by a number of ways: I called DOS
, I emailed DOS, I called and emailed US consulates in China; and half of
the time they told me I do need a new visa, half of the time they said I don
't... I just talked to my international student adviser again and she showed
me the document which says the "only need to match the first time" thing,
and she is gonna write me some letter or something in case I get stuck at
the entry. Hopefully I get it straight this time and I won't be the stupid
girl who get stuck at the entry who doesn't know she need a new visa and get
thrown into some office/jail/room??? :)
