Such service may also be sought directly from the Consulate General of
Canada in New York or Los Angeles. CSC charges for its services have been

可是寄护照的时候，CIC却要求必须送到CSC， 为什么？？？

我的猜测是如果你能本人递交并领取护照，可以绕开CSC。但这只是个人猜测。
