It is a little frustrating to deal with MVA. Maybe you can get a driver's
liscence in Virginia.

maryland的交通规定对外国驾照实在是太不友好了。。。
没maryland驾照，买车不能上title，也就不能开着自己的车去考试，不能考试，就不
能把国内驾照换成maryland驾照，然后又循环一通，天啊

只能求一下朋友先带着去考一下试了

，我的title顺利的拿下来了啊。。。。

I don't remember MVA asking for my Drivers liscence when I registered my car
last wekk.
The only 4 things they need are:
Old title, a form (with a valid insurance number on it), a certificate of
inspection, and money.
If you 不能开着自己的车去考试, you can always take the bus or metro to a MVA
or ask a ride from friends. That's what I did.
There are never any problems that you can't solve if you try.
Just be positive and take actions.

但是今天给两家换tag的地方打了电话
都说没有马州驾照不给上牌子，我也很奇怪。。

MD.
I am now very curious why they don't allow you.

registration form, but my labmate registered his car before he got his DL in
2006.
To title and register your newly purchased used vehicle, you will need to
submit the following documents (along with payment for taxes and fees):
Proof of ownership - You must submit the vehicle's current title that has
been properly assigned to you. Note that if the title was issued in
Maryland, it can be used as your application form for

刚才我老公问了一下刚买车的人
说是换title的单子上的确有一项是驾照号
所以至少需要有learn's permit
否则那个单子没法填
毕竟国外驾照跟这边不是一个系统的：（
早知道早晚需要麻烦人真莫不如一来就先借个车考了照
