change my drive license and license plate of my car in Maryland.
I just did inspection here last week, and will go to MVA tomorrow.
I heard that MVA gives a penalty to people who do not change their license
and plate in 30 days of moving to MD.
Is it true? Can I just tell them that I moved here three weeks ago???

proofs to convince the officials at MVA for your claims. Proofs might
include: your lease, your house deed, your employment letter, a change of
address letter from the Post Office, or other date-sensitive legal documents
which mention or relate to your recent move. Of course, if you are a sweet
talker, you might try that route as well. For example, mention Beckham if
the clerk is a soccer fan thereof.
