标 题: is it really that difficult to tour White House

according to the white house home page http://www.whitehouse.gov/about/tours-and-events :
" If you wish to visit the White House and are a citizen of a foreign
country, please contact your embassy in Washington, DC for assistance in
submitting a tour request."
my parents are "foreign citizens". I don't even know where I can start to
get the Chinese embassy to submit a request for them. any links or phone
numbers if you have done that?
