I thought i could get my money back from the bank, but not true.
I was stuck in Japan Narita Airport for a couple of days due to ticketing
issues and I needed to make phone calls to US to ask for help on my flight
ticket.
Since it was a transfer, I did not have any Japanese currencies to make the
phone call and "fortunately" there is a phone that I could use my credit

Read my story below and dont ever use those pay phones by credit card.
I thought i could get my money back from the bank, but not true.
I was stuck in Japan Narita Airport for a couple of days due to ticketing
issues and I needed to make phone calls to US to ask for help on my flight
ticket.
Since it was a transfer, I did not have any Japanese currencies to make the
phone call and "fortunately" there is a phone that I could use my credit
card to make the call. Due to the complexity flight ticketing issues, I have
made roughly dozens of calls using the phone. I understand the
international calls are expensive and I intended to keep the conversation
short to a couple of minutes each.
The unfortunate thing happened when I got back to US and checked on my
credit card bills. The bills are ranging from $24 to $50. And I was stunned.
I called the 1800 number listed on my credit card bill and the
representative named Victor Garbey was 'Kindly' enough to give me partial
refund about 30% of the charge called “First Time User Discount”.
However, that is NOT enough.
First, the representative (Victor Garbey) told me that the rate is consist
of $15 connection fees and $2.xx per minutes subject to 5 minutes minimum.
If I have noticed the rate at the toll phone, I would have never used it.
This is totally a rip off. What if they are charging $150 connection fee for
each phone call?
Second, no receipt is provided at the time or after the phone call. Assume
their rate is correct, and if the receipt is provided after my first call, I
would have not made the rest of the calls.
Third, calls not picked up or went directly into the voice mail get charged
the same rate. I can not believe they are charging $25 even for voice mail,
it is insane.
Forth, their “First time User discount “was part of their strategy of this
entire rip off. Customers call them to complain about the bill, and they
immediately provide the partial refund of 30%. Then when the customers try
to dispute the claim from the Bank, they will tell the bank that they have
reached a deal already and the bank would stop the investigation. In fact,
that was no deal until they get this issue completely resolved.
Fifth, should their rate need to be approved by the federal communication
Commission? This company is in United States, they can not charge people
whatever they want.
