Yes. All conforming XML processors must support ISO 10646 characters.
ISO 10646 is a big character set that is an ISO
standard. These include the characters from Big5 and GB2312.
However, XML is just starting. So most XML software has not been tested
on Chinese data yet (December, 1998).
