QIXIA, China — A confrontation between dozens of elected village leaders
and long-entrenched Communist Party bosses, many of them accused of
brazen corruption and nepotism, has stewed for three years now in the
apple-blossom hills of eastern China.
So far, the party bosses have kept control, sometimes through brute
force, preventing elected leaders from doing their jobs and thwarting
the scrutiny of village accounts.
