For geico, I've asked the CSR about Q2, and they said even if
a person not on the insured drivers' list driving my car caused
an accident, the collision coverage still works.
For Q2, you definitely can add driver(s) to the insured drivers' list
(but this may cost you more insurance premium) who is(are) not
co-owner(s) of your vehicle. (I've confirmed that with Geico.)
However I'm not sure whether the owner can be absent from the list.

uthorizes the driver to use his/her car.
There is an exclusion: husband/wife are automatically excluded from the othe
r's policy, unless he/she is explicitly listed. I am not sure about roomates
or bf/gf that live together.
