10c/min flat rate plan. Customer service told me that plan was identical to
the plan I was currently under, a 25c/min flat rate plan. I was told there
is no difference in the two plans other than the change from 25c/min to 10c/
min.

I was shocked. I only found out about this yesterday after the new AT&T
GoPhone phone I bought came with a brochure listing the new rates. I
searched and the new rate plans were discussed last year on but the thread
did not get any attention:
AT&T new pay as you go plans $2 a day unlimited talk and text and 10 cents a
minute with no daily fee
AT&T is not automatically switching people to the new rate, you have to
request it. You can call AT&T at 1-800-331-0500. Enter your prepaid phone
number and the system will transfer you to their prepaid department, and
they have a voice recognition system that will allow you to change your rate
plan. I chose to speak to an operator instead, just to be sure.
