It says that it requires Android 2.1 or newer on your device and

If you're not familiar, Android users by the millions have been begging for
Skype Video support on Android and the requests have gone unanswered for a
looong time. (2+ years??)
After what seems like forever, Skype has released the ability to officially
run on Android as of today.
