It appears the special is from select airport locations.
Below are a list of locations & rates that came up. Upon clicking on the
Details, you can hone in on specific rental dates & car type. I picked Las
Vegas & some of the rates were $9.95 / day for an Economy class car with
unlimited mileage.

It does not disclose the Car Rental Agency until after you book, but it does
inform you that they provide cars from Alamo, Avis, Budget, Enterprise,
Hertz, & National. That's the deal with Hotwire. They don't tell you who
the provider is until after. That's how they claim they can provide the
lowest rate.
