Since the H-1B cap for fiscal year 2006 was hit so early this year, there has
been a lot of discussion about gaining access to the additional 20,000 H-1Bs
for graduates of U.S. graduate and professional schools (“masters” H-1Bs)
and cap-exempt H-1Bs. Although the numbers for the 20,000 “masters” H-1Bs
are beginning to dwindle as well, the cap exempt H-1Bs are not numerically
