There is a proposed rule that is getting closer to publication in the
Department of Labor that would have some dramatic effects on the current labor
certification Situation. Among the changes in the proposed rule are:
· Elimination of labor certification substitutions;
· Imposition of a 45-day deadline for filing for filin
