Any one who is interested can apply. No ongoing project necessary.
This year's new BAA is out. No white paper
Could anybody please share the experience with this program?

4) 事先沟通, 了解大体资助水平再选仪器
5) 送给谁很重要

原则如此, 但是, 如果你是MANAGER, 你会把这钱给圈子外与你不相干的人吗?
另外BAA上要求了:
Specifically, the proposal must describe how the proposed instrumentation
will: a. enhance the quality of research and research-related education
currently funded by the DoD (indicate the DoD organization, the contract or
grant number, and the Principal Investigator; and concisely describe the
thrust of the research and research-related education in sufficient detail
to enable review of the proposal by an evaluat
