I guess you want to characterize the impedance of a waveguide.
from the reference in wikki, it seems to me that you only need to figure out
the cutoff frequency.
so maybe you can first estimate the cut off frequency, then get a tunable
laser near that range, and find out the cut off frequency by fine tuning the
laser.
after the cut off frequency is found, you can get the impedance
