如果很远的buyer买了东西，我们不可能ship的
然后谈好了他也同意cancel
paypal退款，ebay上发request以后buyer如果decline了怎么办？
我看到的是
If the buyer declines to cancel the transaction, this case will be automatic
ally closed and you will not receive a Final Value Fee credit.
难道再发unpaid?
