病人拒收/或者fedex没找到地址，东西过了些日子退回来了。病人开not received的
case，我说是你的问题，fedex无法deliver给你，我可以退钱但是要扣邮费，病人说可
以，我说你开case的时候claim的是full refund，我没法部分退款，病人close了case
，重新开了一个NAD的case，我offer部分退款，病人agreed的，我以为ebay会自动退款
就没管了，过了若干天病人突然升级了这个case说还没收到退款，这个时候我如果再点
refund从case里面只能是full refund了，从pp里也不行，这整笔钱已经被hold住了，
我就啥也没干，过了两天Case closed by Customer Support，判决如下：
eBay Customer Support comments:
Since eBay Buyer Protection only covers items purchased with PayPal, we
decided not to issue the buyer a refund. You don't need to do anything else
for this case.
Final decision:
You were not found at fault.
so wth this means？病人应该是pp付的款吧，maybe是外国pp，email是国外的，但是
地址是美国的。然后我再看pp里面，我还是不能部分退款，要退只能全退。这是个啥情
况。东西不贵，也没啥纠纷，我就搞不懂ebay这个判决是啥意思。
