eBay handles billing issues by phone or by chat.
To contact by phone:
866-934-9647
To chat:
1. Log-in to your eBay account.
2. At the upper right hand corner click "Help".
3. Click "Contact Us" button at the right side of the page.
4. Type billing on the text box.
5. At the right hand side a "Chat with Us" button will appear, click it and
you'll be forwarded to Live Chat support.
