2010年中国事务委员会在全体义工的辛勤努力下，顺利地完成了今年的工作任务。下面
是根据各组上报的总结综合而成的2010年的年度报告。

2010, in the hard efforts of all volunteers, China Affairs Committee
completed this year’s tasks successfully. The following is a summary of
each group reported from the 2010 Comprehensive Annual Report.
1.1 助学组
随着国家两免一补的贯彻落实，九年义务教育阶段学生家庭经济负担的逐步减轻，以及
中国快速成长的背景下，许多资助点的经济情况也得到进一步改善，2010年助学组继续
对于助学金项目执行了自然收缩的长期策略。由于基金会对捐款人的承诺是努力将捐款
用于资助贫困学生，雪中送炭并非锦上添花，因此对于年均收入超过资助标准的资助点
或者家庭，都会严格审核以确定是否继续资助，随着又一批学生的毕业，助学金项目和
2009年相比又有了较大幅度的收缩，资助人数减少了2356人次（48.5%），资助金额减
少了406115元（47.5％）(注：以下“元”皆指人民币
元)。
1.1 Financial Aid Group
In 2010, China’s“Two Exemptions and One Subsidy” policy was implemented.
Students’ family financial burden was reduced during the period of nine-
year compulsory education. As well as with the background of China’s fast-
growing, the economic situation in many financially aided regions had been
further improved. In such context, Financial Aid Group continued the long-
term strategy of natural contraction to the financial aid program. As the
OCEF’s commitment to the donors is doing the best to use the donation to
aid student in poverty, and timely help is not icing on the cake, the family
or financially aided region whose average annual income is more than
funding criteria, will be strictly reviewed to determine whether to continue
funding. With once more groups of student’s graduation, financial aid
projects had been more substantially contracted, compared to 2009. That is,
the number of aided student was reduced 2356 (48.5%), and the funded amount
was reduced 406115 Yuan (47.5%). (note: the following “Yuan” are Renminbi
Yuan).
2010年春，173所学校共资助1613人，资助金额为291835元。
In 2010 spring, 173 schools subsidized 1613 people, with funding 291835 Yuan
2010年秋，140所学校共资助886人，资助金额为157895元。
In 2010 autumn, 140 schools subsidized 886 people, with funding 157895 Yuan
2010年全年，助学组共资助小学和初中生2499人次，资助总金额为449730元。
In the whole 2010, Financial Aid Group subsidized 2499 Elementary and junior
high school students, with total funding 449730 Yuan
目前助学资助额还是小学生每学期155元，每学年310元；中学生每学期200元，每学年
400元。
At present the financial aid amount remain the same as the current amount of
155 RMB per elementary school student per term, and 310 RMB per year; 200
RMB per middle school student per term, and 400 RMB per year;
2010年，基金会信箱从上海转移到了北京，以及专职义工的加盟，刘秀承担起了大部分
助学组的工作，使得助学组的工作更加地及时、细致，与协调员的沟通也得到了进一步
地加强。
In 2010, OCEF mailbox was moved from Shanghai to Beijing. Full-time
volunteers joined the OCEF. Liu Xiu assumed most of the work of financial
aid group. All these made the Financial aid group’s work more timely,
detailed, and the communication with coordinators also being further
strengthened. |
