My name is xxxx, one of the tens of thousands employment based category 2
Chinese (EB2C) immigrants waiting for their green card. I was writing to
seek your help because I believe the xxxx is the most
influential xxxx Group in America. If anybody can help us EB2/EB3 Chinese
applicants, it would be your organization. We seek your help because we are
suffering extremely long waiting time and unduely unfair treatment in the green card application process.
As you may have known, the average waiting time to get green card for a
Chinese EB2/EB3 is more than four years, sometimes it could be as long as 6
years. During this long period of time, we are not able to start a business,
constantly find ourselves in an adverse position to negotiate benefits with
our employers and therefore being exploited severely more than other
coworkers. Most of us have a family and kids, however, we find that we are
not able to settle down because we don't know where we are going to end up
to be if we lose our jobs.
Both this mental and financial suffering could have been alleviated if the
application process, strictly speaking, the enforcement or interpretation of
the law by Mr. Charles Oppenheim were fair to our Chinese fellow applicants
. How unfair is it right now? Below is a simplified version of the story
that will illustrate some aspects of it.
* The world gets certain amount of visa numbers each year, each
Country gets roughly 7% of those numbers.
* China gets 2,800 each year. India gets 2,800 each year. The rest
of the World (ROW) gets the rest.
* If the ROW does not use up their visa numbers, those remaining
visa numbers will be spilled over to China and India assuming that China or
India has used up their own 2,800. Without any doubt, 2,800 visa numbers are
far less than enough because both Countries have more applicants than that
number each year with India having significantly more.
* The spill-over visa numbers range roughly from 8,000 to 15,000
each year depending on the usage of the ROW.
* Mr. Oppenheim has the privilege to allocate both the 2,800 and
spill-over visa numbers to China and India and here is where the unfairness
comes forth.
* According to data from the past five years, Mr. Oppenheim has
managed to give almost all the spill-over visa numbers to India and only a
tiny portion to China.
Our fellow Chinese applicants have attempted many times to challenge Mr.
Oppenheim on this scrupulous discrimination act but found ourselves to no
avail. Some of the reasons are: First we are not citizens and can not vote,
therefore can not really do anything about him, yet; second, we often find
ourselves lack of knowledge of immigration laws and regulations; third, lack
of legal and financial support, fourth, lack of strong communication skills
. Consequently, we have been suffering! And we will continue to suffer if
nobody helps us rectify this process.
There are a few non-profit organizations who are working hard to fight for a
fair treatment. One is the LIA??? This is an.... its contact information is

Another non-profit organization is the NIU, which consists of a few
wholehearted volunteers who are dedicated to

在EB2C还没有用足自己名额的情况下，提前一个月分剩余名额给EB2I，好像跟他以前的
