contestable penalty。苏有权上诉。118条规定，处罚两场以上，停赛2个月以上，球
员个人罚款7500瑞士法郎以上的，个人有权上诉至国际足联上诉委员会。119条规定，
足协在征得个人同意的情况下，可以代为上诉。据了解，乌拉圭足协必然会上诉。根据
120条，上诉期为3天，书面陈述期为7天，从上诉截止期计算。国际足联主席可以缩短
补充书面材料的时间，但是不能改变上诉期。所以说，周日前通知足联，队员就能上场
，原因很简单，对于contestable decision，必须等到上诉期满，书面陈述期满，上诉
委员会作出最后决定时才生效。那时候，决赛估计都打完了。
其实FIFA处罚两场，看似很轻，却是立即生效的。更严重的惩罚，你就得给受罚者一个
申诉的机会。法律就是这样的公平。与其说我支持苏，不如说我是支持每一个身上法律
