释。
偏重the people就说是所有人都有权利，偏重militia的就说是a subset of the
people, 一般解释为“law-abiding, responsible citizens”.
此外，谁适用the second amendment也是众说纷纭，有judge说只适用于federal
government, 有的加上congress, 有的加上state and local government. 如果不包括
state, 这样state 就可以有自己的gun control law. 现在的状态是包括state and
local government.
还有可以bear arm, 不代表可以bear whatever arm you want. 可以regulate gun.

如果政府说，大家都站在凳子上，脖子上都套个绳子。 政府说大家不要紧张，套绳子

gun registration也是一样，有了record, 只要政府想收枪，按图索骥就可以了。所有
禁枪都是以gun registration 开始的。即使没有办法明确禁枪，政府也可以耍无赖，
比如泄露registration record, 或者通过regulation来刁难， 使得拥枪practically
impossible, 来达到实质禁枪的目的。 把绳子套在你脖子里，他想怎么玩都可以。
政府不想搞 car owner, 所以你车检这么方便。如果 枪检的话，政府就可以这么玩，
