帝国衰落是因为只奖励特权阶层，并为过去支出庞大。美国很可能重蹈覆辙

美国衰落源于其内部问题，而非国际竞争。主要原因是奖励了不该奖励的人，并且
支出比例严重失衡。一些短期问题，如庞大的财政赤字、高失业率、摇摇欲坠的基础设
施、以及失败的基础教育等等，都是错误激励的表现。除非能够调整其错误激励的体系
，否则美国将逐步沦入拉美国家之列。
帝国兴起的原因是奖励那些做出贡献的人，并对未来投资。帝国衰落是因为只奖励
