「公民逮捕權」修訂後法案生效，聯邦司法部也於11日當天發出一份「使用需知」，警
戒市民使用逮捕權的前提和使用後可能出現的潛在結果，並建議市民，雖然公民有權逮
捕嫌犯，但是由於此行動涉及很多複雜因素，如果不小心可能會違法，導致抓人者被民
事或刑事訴訟，所以遇到犯罪案件最好的處理辦法是報警。
司法部稱，市民在實行「公民逮捕權」時，需要參考「公民拘捕法」(Citizen's
Arrest Laws)並考慮到以下幾點：該狀況警察介入是否可行？如果是，那麼應該立即通
知警察，而非採取個人行動來阻止活動進行；如果採取公民逮捕權的話，身邊的人是否
會因此受傷？而且嫌犯，如小偷，是否只是一個人？他的身上會不會有武器，會傷到人
？當你逮捕小偷後，是否可以作到在第一時間內將其送往警局？ 你是否對小偷的盜竊
行為有足夠的證據？
市民如果決定使用公民逮捕權，那麼需要遵照以下做法：明確的告訴小偷，你正在執行

A source has confirmed to Fox 25 that investigators have identified a
suspect believed to be responsible for the Boston Marathon bombing and that

是的！其实这种手段在印度IT外包公司中非常常见。他们向印度本土未受过高等教育或
专业技能培训，却一心向往去美国工作的劳工收取高昂的手续费用。然后向美国HDS出
示虚假的入职证明（注：H1B的申请者不一定是留学生，只要有美国本土Offer，谁都可
以申请。这也是为什么每年印度申请者是其他国家数倍的原因），以申请今年的H1B。
当申请到H1B，成功来到美国后，这些人员便成为半待业状态接受外包公司的简单培训
，等待第三方公司的真正入职合同。
如果说一人申请多份H1B是钻了法律的空子，那么这样的造假就是完完全全违反法律！
这次两位印度员工被逮捕也是给这些所谓的印度外包当头一棒，说明监管部门有了相应
的措施。美国政府对H1B申请的监管近年逐渐增强，这是我们这些遵守规则的中国人希

，又不是醉驾等重罪。所以bail都不收。
但是律师说，今后申请visa，比如160,被问道，
Have you ever been arrested or convicted for any offense or crime, even
though subject of a pardon, amnesty, or other similar action? 的时候，要说
yes。这个说了yes，自己解释下，哪怕case最终dismiss或者是infraction了，会影响
自己签证么？－－－或者，这是问的，你在自己的国家有没有被arrest过？！

A University of Maryland student has been arrested after threatening on the
Internet to go on a shooting rampage at the College Park campus Sunday,
police say.
According to a statement from University Police, the student posted

learned Friday.
Freshman safety Matt Elam was arrested July 2 and freshman receiver Solomon
