是真的正好验证我之前的预测：Grassley不是真想fail 3012，只是想加入自己的利益
。如此看他的hold也是暂时的，按照3012 bipartisan的趋势，通过Senate只是时间问
题。
现在Irish的E3显然提前解除了Grassley的hold（当然H1B的reform要不要加可能大佬们
已经私下协商过了），看trackitt上很多烙印欢呼雀跃，认为有3位大佬撑腰Grassley
的hold就不堪一击了。这其实是一种短见，因为无论如何Grassley的hold都要解除，
3012过参院也只是时间问题。但现在民主党3位老大撑腰的不单单是3012，更主要是爱
尔兰人的1万E3和非移转化。如此一来新法案需要发到House重审，而且House的共和党
非常可能会反对Irish的E3和非移条款。这样一来给原本绝对bipartisan的3012加入了
很多不确定因素，而审批时间也会拖得更长。

，放弃了宣传战。结果共和党从上到下就是一个不合作，不接触，不支持，然后把这两

研究生教育，1940年代出生的领导人大部分接受的是文革之前工科专业的本科教育。第
5代?领导人很多接受过研究生教育，通常是在职教育，很多人拥有博士学位。他们的学
业领域相当分散，很多人学习经济学、管理学、政治学或者法学。在62个省级负责人中
这个新的趋?势十分明显。表6说明在2001年有40个领导人（64.5%）拥有高级学位，只
有8个省级负责人（13%）参加过研究生教育（通常获得硕士学位）。18与此相对应的是
，现任省级负责人中有8人拥有博士学位，包括广西区委书记郭?声琨（1952年生）、陕

历史上有过悲惨的一页。最早的中国移民作为淘金者来到美国，以后又为修建著名的太
平洋铁路远渡重洋来到异国他乡。他们留下了一条横跨美国大陆的铁路，也为加州建造
了一套造福世代的农业系统。他们离乡背井追寻美国梦，咬牙度过难以忍受的种族歧视
，但换来的是一个令他们难以立足的赤裸裸的种族歧视法案。
1882年，美国国会通过了《排华法案》，然后在接下来的数十年之中还多次被修正
加强，以排斥中国新移民，限制已经居住在美国的华裔移民的权利和行为。当时的排华
浪潮从加州开始，很快蔓延到全国。除了种族之间文化隔膜的原因，当时排华的主要理
