if bomb explode while plane is still in the air, that's most likely all
lives lost. Every minute of delay in landing is potentially hundreds of

difficult for Japan to make fusion bomb (surely they can figure out, but
need 6-18 month time and other technical stuff). Since fission bomb is heavy
and has low grade (maybe 50K TNT equivalent) and not very suitable for
ballistic missile.
