每个国家的情况都很复杂，例外的情况总是有的。
要看民主与法制的总体趋势，
把所有国家的democracy index和corruption index
做个相关性统计不就行了。
从两个列表中取国家地区的共同部分，共163个。
算出来的相关系数是0.7，高度相关。
