我们的优先日期是2014年2月，按照10月份的第二个排期，我们可以递交485了，但思前
想后，还是决定先不交了，情况是这样的，大家也帮我分析下吧: 我老公是印度人，H1
签证，我是H4签证。有一岁半男宝一枚。自从生了宝宝后，我就落下了腰背疼的毛病，
之间各种求医，都未见疗效，主要的原因就是我的腰得不到完全的休息，因为始终都是
我一个人带宝宝，没有老人帮忙，而且断奶也没有成功。上个月排期倒退到06年之后，
觉得我们14年的优先日期，15年内肯定是没戏了，所以决定10月底的时候就带宝宝回国
，让我爸妈帮帮我，我的腰也能早点好一些。没料到10月份的排期出来，我们竟然可以
交485了 （当然是要使用Cross-Chargeability）。我们的律师比蜗牛还要慢一百倍，

条款。
我的保险公司 state farm，规定at fault赔偿额超过1450刀才会涨保险，否则不涨。
大多数保险公司都有这个规定，小挂蹭一定要找保险公司。500块这种自己出了就是冤

！相对上个月，排期前进9个半月！！！
这两年来职业移民排期一直在前进，这个月一下子跳跃9个半月。还在等待绿卡排期的
兄弟姐妹们，看来离绿的日子不远了。

USCIS确实在刻意等DOL的backlog.但是由于DOL进展比想象缓慢,眼看着名额要浪费了,
于是这个月放了EB3 Rest of the world一马.
里面有一句"Such movement could be expanded to include other chargeability
areas and preference categories"比较鼓舞.可能下几个月其他出生地的也会稍微动
一点.
不知其他人有什么理解.
当然只望着这些没用,还是催者促进移民改革要紧.最近的几个新法案(STRIVE, SKILL,

有了排期（你领了号啦），怎么才知道我的号轮到了呢？还有，是谁在叫号儿？
叫号儿的那人是 Deptartment of State （DOS, eg 美国国务院）。DOS 比较懒，只是
每个月在一块叫做 Visa Bulletins (VB) 的牌牌上叫一次号。同学们还得自己去查那
块牌，被叫着了号的同学，其申请谓之曰排期当前 (Priority Date is current)。DOS
叫的这个号儿，与移民类别 (EB or FB) 和出生地国别，还有优先级别大有瓜葛，互
不相同且不得相互混用。通常，提前 2-3 周预发下月排期。
注意这里的出生地。你的现在居住西班牙，持加拿大枫叶卡，为巴西公民，等等，都不
改变你的出生地，所以还是和其他人排一样的队。
仅有的例外，是你的配偶的出生国的排期比中国快，你可以占到配偶的便宜 (
Alternate Chargeability).
以最新的九月份排期为例，"China EB-2nd 01 JAN 06"，这表明在中国大陆出生的第二
类优先的职业移民，如果在 01/01/2006 以前就开始了移民申请的申请人，可以在 |

country of chargeability.", 如果真的是如大家所说是没有定论的？如果没有定论就
可以质疑他为什么要这么定。
2。为什么没有人指出“per country cap”本身就是为了防止一个country来的人过多
，如果按照PD来结果必然导致一个country来的人过多。所以在使用任何名额的时候都
应该顺理成章地照顾这个原则。
不知道这么质问他是不是有什么实际操作上的问题。

如果现在和未婚妻结婚 但是她出生地EB2无排期
问题1：这样我立即可以按她出生地排期（当前）把她加入我的CASE 一起提出140/485
申请？
问题2： 如果我是申请EB2, 就可以用她出生国的EB2么（不管她个人情况如何，她本人
不符合EB2）？

我是I140和485同时交的. 没有排期的那种,专业术语叫做:cross-chargeability,曾经
研究了很长时间.
由于我是主申请人, 所以所有学术上的材料都是关于我的. 如果LP的材料也可以用那
140可能会更快.LP的publication 和citation 都比我强很多,而且大多都是 IF>7, 8
的journal.
搞Engineering的和搞Science的publication真是没法比. |

我们要去的这个中心即是赫赫有名，又臭名昭著的 Nebraska Service Center (NSC).
NSC, 又称 Lincole 中心，位于地瘠民贫的 Nebraska. 由于该中心的办公楼毗邻繁忙
的铁路枢纽（Amtrak 火车站仅在数百米之内），南来北往的火车噪音造成了该中心的
日益低下的效率。据 Michael Chertoff （Homeland Security Secretary 见图）的密
友称，USCIS 已有意将该中心挪至人烟稀少的 Alaska，以期加速其工作进度。这是后
话，暂且不提。
在这里，我们有幸地遇见了 F Gerard Heinauer 主任。但名字应该听说过吧，如雷贯
耳。寄申请要了回执的同学，那后面就会是盖的他的戳儿呀。还有，上个月有人告移民
局，此公代表 NSC 便名列其上。
主任陪我们参观的第一个地方，是 Mailroom. Mailroom 是 NSC 的重要部门之一。由
于该部门需要有细致的耐心和坚强的毅力之雇员，NSC 的 Visa Officers 无一能应付
