技术移民,没人关注。这种类型bill好处是水过,而且很快能通过。坏处是有人捣乱,
就可能彻底没戏。那么格老是怎么搞掉的呢?格老用了一招叫place a hold on the
bill.就是威胁使用filibuster.格老还算厚道。因为根据参议院规则,格老完全可以匿
名hold.那么是不是格老就一手遮天了。肯定不是。参议院是可以废掉这个hold.看下面
详细介绍怎么废。那reid为什么不file cloture.因为2012年是大选年,这个bill没人
关注,reid有更重要的和大选相关的议题让参议院表决。比如那个dream bill,reid就
一定要让共和党议员 on record filibuster.这样大选就可以炒作这个议题。
这一次CIR,一定会被filibuster, reid一定会file cloture的。所以格老这次hold不住
这个bill.

也就是说有两种武器对付割老。
是不是毛人弟弟的解释有点跨越 - 把RULE XIV 和CLOTURE两件事情合并简化了。
费了我半天劲,这个是我的理解:
14条有点滑稽,就说一条法案一般在参院要被交到一个委员会讨论,但是如果担心这个
委员会存心不让它过拖延的话(就是根本不让它有机会被参院全体投票),那么可以用
14条来避开委员会。这个布骤极其简单,就是前面贴出来的例子那样,参院多数派领导
要求读一次,然后马上要求读第二次,紧接着自己有说我反对,因为没有反对的话这个
法案就要被提交到相关的委员会了。但是14条规定,在要求读第二次的时候只要有人反
对,这个法案就立即被加到第二天的议程上,不需要交到任何委员会。当然好象这件事
情只是参院多数派领导才能/愿意做。

绿茶婊们是铁了心要跟高富帅的,跟穷哥们的媚眼从来就是假的。
我盯着看移民改革也好些年了,觉得这次的诚意甚至还没有07年大。
House到现在还没拿出议案, senate的300个修正案5月份根本搞不完,拖到6月份,还要
留足够的时间去讨论,恐怕到6月底连cloture都做不到,更别提最终投票了。
2007年的议案是gang of 12做的,是在几个已经搞了3年的议案的基础上做的,6月初因
为没能cloture就死翘翘了。这次是gang of 8,好多条款都是新提出的,根本没经过足
够的讨论,代表性更差,要在6月初cloture就更困难了。 |

Dick Durbin是民主党排名第二的老家伙,而且是当年跟Grassley一起查H1B造假的。极
大可能跟Grassley站一起。
另一个阻力是共和党的Orrin Hatch。他本人是资深议员,并且在Utah州选举时跟
Chaffetz有很深的恩怨,网上搜两人的名字可以看到一大堆报道。感觉他不会支持查飞
至提出的bill。
还需注意的是,这3个老家伙全都是移民分会的成员。
赞成派:
目前明确表示支持的只有Schumer。他是民主党资深议员,同时也是移民分会主席。不
过感觉3012不会只分配给移民分会讨论,反对派几位老将会坚持在立法委讨论。但
Schumer作为资深议员实力不能小看。
Grassley肯定是想往3012里加内容的,问题在于他的amendment会不会被立法委通过。
由于多数党领袖harry reid和很多其他委员还没表态,这个问题很难推测。但若论议员
资历深浅,可以看出几位反对派资历都很深。这里还有个因素,就是Grassley已经hold

绝大大多数提案根本没走到表决就死了。
象07年的CIR在参院连最基本的cloture都走不到,两党都不需要留下记录就表演完满结
束了。同样,13年的CIR在参院离投票表决还早着呢。
下一步是没完没了的辩论,先要拿到60票cloture才能敲定最终可以表决的提案。 |

Supreme Court nomination.
The Oregon Democrat—whose speech is already in its second hour—will "hold
the floor and refuse to yield for as long as he is able to continue speaking
," according to his office.
Merkley, who is a member of Senate leadership, blasted Senate Republicans on
Tuesday night accusing of them trying to choke off debate over Gorsuch's
nomination.

51 Republicans voted yea..and Senate Majority Leader Mitch McConnell, R-Ky.,
switched his vote to be on the prevailing side of the issues. This is
important. By voting with the prevailing side, McConnell now has the right
to call for a revote on the failed cloture vote.This is an important
maneuver in an effort to light the fuse for the nuclear option.
