行政院前晚決定組合屋安置災民政策叫停，改以興建永久住屋為原則。災民將擁有永久
使用權，免租並可繼承，但不得買賣。
行政院政策急轉彎，營建署負責組合組合屋的技術人員仍不知情，昨天下午，屏東縣佳
冬鄉組合樣品屋現場，近十名工人仍忙進忙出，為組合屋隔間，現場工程人員還說：「
組合屋外有繩索固定擋強風，房子很堅固。」
行政院長劉兆玄前晚與高雄、屏東縣長會商達成共識，裁示風災戶安置以興建永久住屋
為原則，高雄、屏東兩縣正在興建的組合屋昨天都喊「卡」，各收容所災民移居軍營；
但考慮偏遠災民的需求，部分組合屋將交給紅十字會，供災民備用。
高雄縣長楊秋興表示，行政院裁示不再興建組合屋，若有特殊需要搭建，須經行政院核
可。他說，原選擇住組合屋的災民，將安排住進四大營區，那瑪夏鄉民族村民，移入工
兵學校；小林村民安置到岡山榮民之家。

日本標準時間11日凌晨2時01分(北京時間1時01分)，日本首個太空貨運飛船--空間站轉
運飛行器1號(HTV1)從南部鹿兒島縣的種子島宇宙中心升空。這次發射也是H2B新型運載
火箭的處女航。
新華社報道，日本宇宙航空研究開發機構的網路直播畫面顯示，H2B1號噴射出桔黃
色的烈焰，劃破四周籠罩的黑暗，直刺夜空。火箭離開地面約 15分鐘後，與HTV1脫離
。飛船進入距離地面高度200公里－300公里、軌道傾斜角51.6度的橢圓形軌道。之後，
HTV1將用大約1周時間提升高度，自主向國際空間站靠攏，最終在空間站下方約10米的
領域內停止。國際空間站內的宇航員將操作機器人手臂抓住飛船，使飛船與空間站對接。

上周日，委内瑞拉与中国合资的手机企业在委发行了一部名为C366的新款手机，疯抢的
顾客迫使委内瑞拉总统查韦斯在媒体上呼吁消费者冷静。
“ 不要打坏商店的门。”查韦斯在每周例行电视节目中呼吁，据悉，这款手机售价30
玻利瓦尔（约100元人民币），手机配备有游戏、MP3和MP4播放功能，还能听广播、拍
照。在节目里，查韦斯首次使用这部名为Vergatario的手机向他母亲打电话，并表示将
赠送他母亲一部该款的手机作为母亲节礼物。
这款手机由委内瑞拉通讯公司（Vetelca）制造，委内瑞拉国有手机公司Movilnet占85%
股份，而另15%则由中国的中兴通讯股份有限公司掌握。Movilnet总裁法瑞阿斯表示，

日本各大媒體報導，若田於台灣時間上午7點半左右，將奮進號太空梭運來的日本實驗
艙希望號的艙外實驗平台安裝到希望號的本體。
安裝後約經過3個小時，日本宇宙航空研究開發機構位於筑波宇宙中心（筑波市）的管
制中心在對艙外實驗設施供電，確認通訊、冷卻水循環系統等的運作順利之後，宣布希
望號實驗艙大功告成。
這是日本於1985年參加國際太空站籌備設計計畫以來，在開發、建設方面挹注了7600億
日圓（約台幣2650億元）之後，終於擁有一座有人的太空設施。有日本媒體稱「日本在
太空終於有個自己的家」。

記者譚利婭報道，隨著中國限制稀土出口配額，有專家表示澳洲的稀土生產借此機會可
能獲得極大發展，數年後就可能成為全球主要的稀土供應國。還有分析稱，未來澳洲還
可能會向中國出口稀土。
環球網引述法新社報道指，行業消息人士和分析人士稱，澳洲存在大量具有高價值
性能的稀有金屬礦藏，這可能會讓澳洲在短短幾年後將成為全球主要的稀土礦生產國之
一。
“2014年左右我們就會成為一個全世界主要的稀土供應地，我們還會在這方面贏過
中國”，一名長期投資人士如是說，他還說道，“我們雖然是一個小國，但我們會成為
稀土方面的‘沙特’”。
報道表示，中國目前是主要稀土供應國，佔全球90%以上，但隨著中國開始限制其
