”与“房利美”）的改革白皮书，将通过三大改革方案来减少政府在住房抵押贷款市场
扮演的角色。
《第一财经日报》报道，此举一出，立即在大洋彼岸的中国激起千层浪。作为“两房”
债券的主要海外持有者，不少人开始担忧中国所持有的债券是否会受影响。包括房利美
前首席信贷官、美国企业家研究所高级研究员平托（Edward Pinto）在内的多位专家也
对《第一财经日报》表示不必担忧、也不必急于抛售“两房”债券。
此外，中国国家外汇管理局（下称“外汇局”）上周五也否认了关于中国或因投资“两
房”债券面临巨额亏损的相关报道。
“两房”退出之路漫长渐进
这三项改革方案包括：一、政府除保留现存的联邦住房管理局这一机构外，彻底退出住
房抵押贷款市场；二、只有在住房市场出现危机时，政府才能出面担保住房抵押贷款；
三、政府仍然在住房抵押贷款市场发挥一定的作用，但将不再通过“房地美与房利美”
这样的政府支持企业来实施，而是通过私有保险公司来实施，在这些公司无法发挥作用
的时候，政府才会介入。

的最差CEO，对手只有程守宗的前任Thorsten Heins. 程守宗track
record很好，但是RIM比JCP难多了，比他以前的sybase摊子也更大。目前
BBRY营业额绝大部份来自硬件。要转移到Enterprise Service，不死
可能可以， 但要复兴没戏。 BBRY号称手头2.5B cash equivalent, 最
