我学宏观经济的,对历史了解不多,瞎说两句。
1.明朝和宋朝财政状况相比,使用粮食作为基本单位比较好,不用粮价,直接用多少多少石。
白银是货币,不是货物,相当于现在的货币,虽然比现在的纸币更能保值,
但是和纸币一样面临通货膨胀的问题。现代的经济有价值指数(GDP DEFLATORS),就是把一货币为单位的产出换算成以一篮子实物为单位的产出。如果用白银,也需要建一个各年的价格指数,比较不现实。宋明不像现代社会,粮食应该是主要的产出和主要的货物,那么就用粮食作为单位好了,
正好避开了通货膨涨的问题。
2.财政好不好,不能仅看盈余,还要看政府做了多少事。为经济发展花的钱多,今年赤
字,但过两年经济增长(粮食增收),可能就从税收赚回来了。现代的国家通常有财政
赤字,只要财政收入能发新债还旧债,就差不多可以维持下去。明宋不发国债,避免赤
字比较保险,但是没必要一昧追求盈余。 |
