表示，从2010年起，每年都有几百名中国公民被遣返。
根据加拿大海关提供的最新数据显示，在2016年1月至9月间，加拿大海关至少遣返了5,

是due process，而法院不会施加更高的标准。这两者之间在我的理解看来只是文字游
戏，并没有实际区别，最高法院只是不想把话说死。第九巡回上诉法院这个判决就是抓
住了前一点，而忽略了后一点。
我只看了引用的那个关于绿卡持有者的判决，那个判决实际上是绿卡持有者输了。那个
绿卡持有者涉嫌帮人偷渡，在边境被当时的INS（现在的CBP，INS在911后分解为了
USCIS，CBP，ICE）用exclusion procedure拒绝入境。绿卡持有者上诉，说作为绿卡持
有者在境外也有due process rights，所以如果要拒绝他返回美国只能使用程序更严格
的deportation procedure。这个绿卡持有者在区域法院和联邦上诉法院都赢了，但是
最高法院推翻了判决，说你虽然有due process rights，但是你的due process rights
并不意味只有使用程序更严格的deportation procedure才能阻止你进入美国。
