首先得明确一下小将的定义，我所说的小将就是拥护共产党对中国的统治，认为共产党
做的事情都是对的的那些人。相反的人称为老将。
老将起码还认为中国应该实行自由民主，而小将则一口咬定，“中国人素质低，不配搞
民主”。这就是小将的理论基础：自己的种族不是正常人类，而是低人一等。这不叫自
恨，什么叫自恨？
根据这个理论，华人不配集会游行，只配忍气吞声。华人不配持枪，只配被实行菜刀实
名制。华人不配拥有私人土地，只配土地国有。华人不配自由生育，只配强制一胎化，
强制堕胎，强制结扎。华人不配司法独立程序公正，只配不经审判直接软禁，强迫失踪
，劳动改造。华人不配自由迁徙，只配被户口绑在共产党想让他们呆的地方。
最可恨的是，有些小将不但在国内这样讲，到了美国还到处跟人宣传这套理论。美国人

今天收到NIGMS director 的公开信，里面明白着说单个实验室不应该拿到超过三个R01
（除非是clinical research), 并明白指出这个动向的原因是：
1。在钱的总数有限的情况下，一个实验室拿到多的钱就会导致另外一个实验室拿到的
钱变少。
2。大实验室对博士后和研究生培养不利，因为导师的注意力被分散了。
3。从统计上来看，大实验室的成果并不和资金成正比

宪法第五修正案原文是
No person shall 。。。 be deprived of life, liberty, or property, without

这个话顺过来说就是，为了公共使用（注意，不是公共利益），在给与公正补偿的之后
，通过适当的法律程序，任何人的生命、自由、财产都可以被政府剥夺。
至于怎么才是1) public use, 2) due process of law, 3) just compensation还有一
大坨其他的法律、判例来规定
钉子户可以雇律师去跟政府打官司，可以去找议员上访，民风彪悍的地方可以组织民兵
跟警察干
