其实，只要社会和平稳定，中国人民会充分利用条件发展自己。
即使在中华民国时期，也有所谓“黄金十年”之语。
回顾邓小平以来的政策，凡是中国经济发展迅速的时期，或者经济发展迅速的领域与部
门，大多数都是政府放松和放弃管制的领域。从农村的土地承包，到城市和乡镇的私营
企业发展，概莫例外。
因此，中国经济的发展，最主要并不是共产党的统治的功劳，而是共产党不统治，不干
涉的结果。
从49年以来，所谓政府“发力”而发展的领域，主要是重工业和军工部门。而这些部门
的成绩是在广大农民的利益被剥夺的情况下，堆积起来的成果。虽然有如此成绩，然而
效率是很低的。
在经过30多年的改革开放后，中国社会的财富资源相当一大部分被政府和城市富裕人群
所拥有。即使如此，民间仍然积累了比以前更多得多的财富。在国际经济环境恶化的同
时，通过出口牟利的方式获取财富的过程减缓。 |

经济繁荣还是和TG政策有正相关的。TG压制劳工权利，人为控制汇率，还有大搞基础建
设，这些使得中国成为全世界投资综合成本最低的理想地。从全世界吸收了大部分
manufacturing的份额，客观上使整体经济做大。当然劳工应享受的那部分劳动成果大
部分被官僚阶级占用，是另外一回事。但是这种占用又使得劳动力得以维持低成本，拉
长了经济发展的时间。
