新中国成立后，为稳定和保障国内粮食供应，曾采取过“以出养进”的粮食贸易策
略，即高价出口高等级大米以进口相对廉价的小麦。早在1954年，中国就曾试购过约
2000吨（按每蒲式耳小麦标定重量27.216千克计，此数约合73486.2蒲式耳，以1954年
上半年美国小麦远期合约均价2美元/蒲式耳折算，计146972.4美元。）的加拿大小麦。
［1］在外方资料中，到1958年第二次出现中国进口加拿大农产品（其中大部分为小麦

二十世纪以来，差不多每隔二十年，国际体系都会发生某些具有“重新组合”（
reorganizing）功能的重大事件，从而导致毛泽东所说的世界秩序的“大动荡，大分化
，大改组。”概而言之，1929年全球经济大萧条导致西方传统资本主义秩序的崩溃，从
而引发第二次世界大战；1949年新中国的成立引发远东国际秩序的深刻变化；1969年尼
克松政府和他的国家安全事务顾问基辛格以非凡的魄力结束了“失道寡助”的越南战争
，打开尘封二十年的美中关系，导致全球战略格局和力量对比发生重大变化；1989年社
会主义阵营崩溃，两年之后苏联解体，冷战结束，世界秩序演变进入一个新的时代。又
时隔二十年，二战以来最严重的金融危机和经济衰退几乎可以肯定地将推动全球经济政
治秩序的发展进入一个新的周期。在这个周期中，美国和中国，这两个世界上最大的经
