反正还在proposal 阶段。也不用这么急着翻脸，万一没没funded还撕破脸得不偿失啊。
不建议此时翻。 拿到award还有机会mod.再跟他们摊牌。 表示5%effort 根本无法完成
你的work.这种effort调整后期都是可以的。只是需要justification. 按你说的人也
指望着你出活不是吗''？万一交不了report大家都没的粥喝。 每个学校都要求certify
effort的。 如果私下协调不行，就别certify那个effort report，事情闹到grant
office你还有学校的internal review backup怕啥。 从全局考虑。那个pi也会让步的。 |

answered your question.
I assume the letter of support here refers to collaboration letter. It is
not necessary to assign effort (and the corresponding salary) to your
collaborator,unless you collaborator plays an ESSENTIAL role in your grant.
For example, one sub-aim needs to be conducted by your collaborator. If you
collaborator only provides some reagents, typically it is not required to
put effort.

对于sponsored research, 当时proposal budget 怎么写的, 最后被sponsor的那个
postdoc or RSP 的 effort commitment较要达到, 最后 这个grant的 PI 要justify,
最学校 sponsored research effort justification上。
如果这个postdoc or RSP 不是由sponsored project support, 比如 一些医学院的
clinical or pathology lab, 他们的工资来自于 service.
RSP可以自己申请grant, 如果拿到, 自己是PI, 对这个grant上的personnel effort
justification 负责, 然后 submit progress report, 当然是通过学校的post award
administrative office (只是你是 PI, 不是你老板)。
