发帖数: 4704 | 14 不回退要看到底有多少人已经通过降级拿了卡，即使回退也退不了多少。那时候印度
EB2也到2011年了，中国EB2能退到哪里。FY2016年过了一半的时候大概就不得不再进，
因为降级一直都会发生，即使在FY2016年年初的时候都不停有人降级，等于说EB2一年
有自己的三千多名额加上一千多降级就是将近五千。
PD在2009到2012年这四年的中国EB2大概有一万五到一万六需要绿卡（包括亲属），假
设四五千2009年的PD已经有四千多在FY2014拿卡，还剩五六百在FY2015年初已经解决掉
了，另外一千三四的2010到2012年PD去年降级拿卡，还剩九千到一万左右，FY2015可以
解决一半，但是FY2015是一边收新表一边发绿卡，所以没有时间退排期，退了就收不上
来新表了。FY2016前半年甚至还要继续收些表，即使退也不会退到2010年吧，最多退到
2011年。你觉得呢？

1、标准6，437万
标6导弹，也叫RIM-174增程主动弹，以它近400公里的远射程而注明，用于防御敌方来
袭飞机、巡航导弹。
主动导引头的引入，极大降低了对宙斯盾系统有限照射器的依赖。极大提升了抗饱和攻
击能力，以及对抗新型反舰导弹的能力（如高机动，低雷达信号，具有电子对抗能力等
）同时还可以攻击水面舰艇。
为了降低开发成本，标6用了标准2 Block IV/IVA的弹体，和AIM-120D的主动导引头。
由于采用了高抛弹道，因此可以在标2 Block IV/IVA的250公里动力射程基础上，把作
战射程提升到400公里。
而因为引入了NIFC-CA/CEC技术，可以A看B射C导，因此可以发射攻击地平面外的超视距
目标。
海军2004年启动这个项目。2013年曾预计需要1200-1800枚标6.
Block I 2013年7月进入量产，同年10月形成IOC初始作战能力。
Block IA于2015年投产，2017年完成初始作战测试评估。

这四千多Demand整个FY2013都很难消化完。
剩下还有四千多库存慢慢转变成为Demand,整个FY2014都很难消化完。
没有消化完的要用到FY2015年的名额。
什么时候能够交I-485要看奥本想建立多少库存，主观色彩比较浓。
但是什么时候拿到绿卡似乎客观因素要多一些，PD2011的看这个情况要到FY2015-
FY2016之间才能绿了，这个等待时间和历史平均四年半左右倒也吻合。 |

发帖数: 2310 | 22 从去年eb2的进展，实际发了3500的卡，PD前进了14个月，可以看出，eb2的demand差不
多就是1年3200 （家属什么的都包含了），感觉不会到4000一年。
去年的pd主要是09年，如果从开始工作到establish pd平均需要2-3年（有人快有人慢
，看造化），pd是09年的，从06到07年就开始工作了。当时的经济还很好，08年开始变
坏，直到10年才复苏，所以，eb2的demand从pd 09年开始，不会大量增加，就在3200左
右。
如果有60%的10年5月以后的pd已经降级，那么，3类今年的名额可以支持到3000/(3200*
0.6)=1.5年，就是到2011年底。再加上去年已经绿了的（假设的1000+），就是到2012
年中。这个是lizzachen算过的，但是上面的粗略计算忽略了原生eb3，但应该影响不大
。所以，我觉得，现在的eb3排期是真实排期。
对于FY2015 eb2的名额,至少有一半要给09年底和10年5月前的pd. 还有一半，1600的名
额，给40%的pd在10年5月以后没有降级的，那么到FY2015年底，真实排期会推进1600/

FY2015的实发绿卡：
EB2: 4202
EB3: 3211
FY2015是靠FY2014降级到EB3的EB2 升级回EB2吃超了，远多于SO。EB2和EB3都没有浪费。
FY2014的实发绿卡：
EB2: 3561
EB3: 3676
FY2014是降级元年，是EB2降级EB3. EB2和EB3也没有浪费。
FY2014和2015经历了升降级。所以这是我结论得来的根据，这2年实批绿卡都比超过了
当年（配额+SO）。
2. 我再从反方面分析，如果没有升降级，EB2先不用说，EB3原装的数量应该不足于一
年的配额，或者不足于3211和3676，我暂时没有数据支持这个结论（EB3原装的数量应
该不足于一年的配额），如果这个前提是对的，那么吃不足的就给了三类烙印了。但是
我的初步根据是今年奥本说前3个月3类的季度绿卡都吃不足，这3个月排期是从2011年
10月15日到2012年4月15日，可见demand是相当低的，同时这3个月的降级动力几乎为0
，由此我暂且推断原装3类数量较低。如果最终发不出去，那么自然就归烙印了。
