2004年，GOP控制参众两院，通过了20k H1b ADV exemption，保证很多EB2C有较高概率

2008年，DEM控制参众两院，Bush总统没法通过法律，改用executive fix使得STEM OPT
可以延期至29个月，很多EB2C也受益匪浅吧？
现在GOP还想帮合法移民做事情，CIR里面加了很多合法喝汤的条款，可惜力有不逮，完
全失势，版上一帮被DEM洗了脑的一个劲鼓吹GOP没有诚意。这些人恐怕有好大一部分利

1. 巧妙打border security牌。GOP坚持要先确保边境安全，然后给予非移身份。这招
看似简单，其实非常巧妙。因为美墨边境如此之长，其实是基本无法严格做到security
的。GOP这条amendment其实就是想通过一个不能实现的trigger，来让非移无法合法化
。这个道理虽然简单，民主党却不能直接反驳，因为民主党总不能说：边境根本就是守
不住的！GOP其实是用了一个看似合理的要求，来达到让民主党不能接受的目的。
2. House立法委的piece meal策略。House立法委本周二开始markup第一个piece meal
的移民法案。CIR在House的未来很可能是很多独立的法案，最后floor投票时其他都通
过了，只有非移合法化这条没有过。从上次House通过继续遣返非移法案可以看出，
House共和党目前有能力通过投票来抵制非移，并且已经在这样做了。而这样一来，外
界则不能blame House在移民改革上不作为，而只能批评House在非移问题上不作为。另

问题在哪里？Romney说了句大实话，一分钱税都不交的人，一定会坚定的投票给支持加
税加福利的政党。这些人现在是47%， 20年后就是57%。到时候和SCA5一样的法案会越来
越多，只不过不再是子女教育全这样的隔靴搔痒，而是会直接均贫富，均住宅。
民主党本质上没有什么邪恶的计划，他们只不过利用了美国社会的衰败和分化，为了一

我们熟悉一句名言： 实践是检验标准的唯一标准。
套用一下： 选票是辨别左右的基本标准。
这里不做理论探讨，只是抛砖引玉，进行common sense 的讨论
当然， 左右只是相对的， 也随着时代的发展而变化。多年前的激进的极左观点， 可
能已经被当今某些地区所普遍接受 ，同性恋就是其中之一。
如果辨别到底是一方极左，还是另外一方太右， 还是以当地民众的观点为标杆。
在美国这个民主社会里， 选票也就是辨别左右的基本标准。
由于选民有可能被短期误导，选票这一标准当然是有偏差的， 不过应该还是最为可靠
的。
如果不想“枪杆子里出政权”， 选票是取得政权的唯一途径。 没有选票， 在议会沦
为super-minority, 只能做 non-person, 自己碌碌无为而听任对手胡作非为。
每逢选举， 钞票被用来影响选票， 其实， 舆论宣传也再改变人们的“左右观”，朝
着对自己有利的方向引导或误导。

财政悬崖这个词是大本提出的。之所以是悬崖，因为国会在总统的要求下画了一条线。
２０１２年１２月３１日。过了，小布什的税率作废，税率提高到克林顿时的税率，同
时进行一系列消减开支。“悬崖”就是从此“经济萧条”。
DEM的逻辑是，消减开支会导致萧条，增税不会。
DEM的逻辑很容易驳斥。如果消减开支会导致萧条，增加开支就会刺激经济好转。过去
４年，增加了几万亿开支了，经济也没好起来。如果好起来了，失业率，GDP怎么这么
差劲呢？既然消减开支不会导致萧条，那一定是增税造成经济萧条。否则，这“悬崖”
一词又从何说起呢？
当然，还有一种可能，如果跳了崖，经济没有恶化，大本就是在吓唬人。“悬崖”就是
他伙同DEM为推行liberal经济政策而搞的阴谋。

不相信长期伴侣关系）， 所以觉得同志权益和他们的现实生活没有什么关系， 而GOP

解。
我也好奇：是否长期在GOP主政的地区生活的同志容易支持GOP？当然我觉得在大型都会
