美国助理国务卿拉塞尔（Daniel Russel）5月21日在外国记者中心就国务卿克里（John
Kerry）北京、首尔和西雅图一行举行简报会时称，美国军机将继续在南海海域开展巡
逻和侦察任务。他甚至讽刺，试图阻止美国海军执行任务是没有头脑的做法。美国国务
院官员如此措词警告中国军方，实属少见。
当日，有记者提问：“针对中国海军警告美军侦察机在南海的行为，美国政府是否担心
可能的对抗风险。克里国务卿也提到要通过巧实力外交应对南海形势，美国派军机前往
是属于这种巧外交吗？”拉塞尔回答说：“美国在全球国际水域都执行飞行任务，所以
美军在南海侦察属于‘例行行为’（regular occurrence），更坦率一点讲属于‘恰当
行事’（appropriate occurrence）”，因为那是国际水域和国际领空。”
拉塞尔强调美军今后将继续这样做。他说：“美国将继续充分执行在全球范围内国际空
域的权利，我们将继续这样做，坚持不懈地这样做，以进一步达到让所有国家有能力恰
当履行航海或飞行自由的权利。”
他接着说：“头脑正常的人是不会尝试阻止美国海军执行任务的，那绝非明智之举，不
